Ex. 9 Task 2 - What is meant by packet number

I have a question regarding Task 2 Question 8 and 10.

The task asks us to provide the packet number of the client and server hello.

My Question is: What is meant by packet number, should we provide the packet number from the list in WireShark or the packet number as it is provided in the QUIC-Packets itself?
